You are in for an interesting experience when you set out to find a web designer who is competent and is a good fit for you and your project. The following information is evergreen stuff, and it will serve you well anytime you are in a position to bring a freelance designer on board your team.
When it comes to using Flash, just think of it as a cool toy, not very necessary and sometimes causes unnecessary problems. Most designers are aware that flash went out of vogue years ago, so just make sure you do not contact anyone who prefers to work with it unless that is what you need. But, you have to look at your market and really examine why you may want it if indeed you do. Flash causes all manner of issues such as bot crawling problems and browser loading time issues. Flash seems like it is meant to impress people and the site owner, and it does not impress people - so it tends to be limited in value. This is something that many people learn the hard way - your web designer doesn't necessarily need to know or do SEO for your site. You will see what any web designer specializes in at their website, and so you can just talk about that but do be careful of what you pay for. Some people like having everything done for them and that is fine, but just make sure you understand their skill level, etc. It just means that you'll have to hire an SEO company to take care of the optimization part. Oh by the way, if you are going to outsource off-page SEO, which is really just backlinking, then prepare to shell-out cash each month; so plan your budget now. The fact that we all have our personalities can sometimes make it hard to tell how much the person really cares about what he or she is doing. It is a natural conclusion that those who put their sincere feelings into their work will produce a higher quality product regardless of what it is. The opposite is also true and accurate concerning people in it just for the cash. Remember that the more you talk to someone, the more you will discover about them. Web designers who are involved will naturally know more, and that information will make your site a better one. If you need a web designer, then just begin doing your research like we talked about and take action on it.
